Deputy council leader Byron Rhodes said spending per head of population is £531, one of the lowest levels in the country. He addded: “But, without fairer funding and with five more years of cuts to come, it’s inevitable we’ll have to concentrate on a reduced number of services and performance targets and that others will start to slide.”
